The House of Representatives rejected the Senate’s objection to amending the Civil Service Law

236 voted in favor of rejecting the Senate’s decision to amend the Civil Service Act Representatives of the Law and Justice Partyand Kukiz’15, Polskie Spraw, and two unrelated MPs (Zbigniew Ajchler and Lucas Meza). It was opposed by 218 other deputies. the absolute majority It was 228 votes, so the Senate motion was rejected. The bill now goes to the president.

The amendment prepared in the Prime Minister’s Chancellery at the request of the Ministry of the Interior will introduce a ban on employment in the civil service and in state offices for persons who from July 22, 1944 to July 31, 1990 served and worked in the state security agencies or were cooperating with these authorities within the limits The meaning of the so-called cleansing law.

The employment relationship of currently employed persons who have filed inspection returns and admitted to cooperating or lying in this matter will be terminated by law. The list of employees will be checked in terms of returns IPN within five months of receiving it. On the other hand, persons born before August 1, 1972, who have not yet filed a declaration will have to do so within 30 days of the amendment entering into force. If they don’t, they will lose their jobs.

Up to 40,000 civil servants could lose their jobs.

The amendment will also change the provisions regarding the National School of Public Administration named after the President of the Republic of Poland Leigh Kaczynski. It provides, among other things, a new – next to full-time – dual education pattern consisting of providing work and education in an alternating manner. In June each year, the manner in which students will begin their education at the school in the following year will be determined by the Prime Minister at the request of the headmaster.

The amendment will also introduce new rules regarding the hiring process, including changing the basic application form from paper to electronic and simplifying the methods of advertising employment for jobs for which a foreigner may apply. It will also expand the index of working time systems in the civil service. In addition to the basic and equivalent systems, the following systems will be offered: a short task-based week and a system where work is provided only on Fridays, Saturdays, Sundays and holidays.

Civil Service Day and the Medal of Honor for Merit for Civil Service will also be established. Civil Service Day will be celebrated on February 17, in memory of the adoption of the first Polish law on the civil service of 1922.

The amendment also includes an amendment to the Cabinet Law, which will allow more than one minister of state in the ministry. Currently, this is possible if the next deputy minister of this rank is also a government commissioner. The amendment removes this requirement.

The amendment will enter into force three months after its announcement, while the provisions prohibiting the employment of officers and collaborators in the security services of the People’s Republic of Poland will enter into force the day after the announcement.
